The group consisting of 12 MPs from the Servant of the People Party headed by Marian Zabolotsky registered the bill #2194 at the parliament. This bill provides the foreigners with the possibility to purchase land plots of not agricultural purpose outside the settlements in Ukraine.
The lawmakers offer to exclude the norms from the Land Code of Ukraine, which restrict the possibility to purchase free land plots of not agricultural purpose outside the settlements for foreigners and foreign legal persons. Besides, it is proposed to cancel the agreement of the sale of the lands of state and communal ownership to foreign legal persons with the government.
The bill provides the transfer of land of the state ownership outside the settlements to communal ownership of village, township, city councils (except the lands needed by the state for the fulfillment of its functions).
It is offered to allow the bodies of the local self-government to change the purpose of the land plots of private property; abolish the institutes of the state expert study of the land management documentation and agrochemical passportization of the land plots as well as to abolish the authorities of the Verkhovna Rada to agree the change of the purpose of especially valuable land.
It is offered to implement the check of the documentation on the land management and land estimation in accordance with the requirements of the norm and regulation acts by the state bodies and to abolish the state expert study of the documentation on land management.
The MPs want to amend the law on state awards to enhance the prestige of the profession of the workers of the land management sphere.
On September 25, the governmental land market bill was registered at the Ukrainian parliament.
As it was reported earlier, President of Ukraine Volodymyr Zelensky instructed the Cabinet of Ministers to draw up a bill on the land market by October and entrusted the Verkhovna Rada to adopt it and lift the moratorium on agricultural land sale by December 2019. In particular, the government has to develop and submit to the parliament a bill on the agricultural land market and lifting of the moratorium on land sales by October 1, 2019.
