The working group of the National Coordination Center of Cyber Security of the National Security and Defense Council of Ukraine (NSDC) has approved the draft strategy of the cyber security of Ukraine for 2021-2025, as the NSDC Apparatus reported.
Thus, the basis for the development of the document became the Strategy of the national security of Ukraine confirmed by the order of the president of Ukraine dated September 14, 2020, #392. Besides, the conceptual paragraphs of the strategies on cyber security of the EU countries, the U.S., Japan were considered, as well as the number of the social surveys and empiric studies that were held at the end of the last and the beginning of 2021.
“The aim of the strategy of the cyber security of Ukraine for 2021-2025 is the creation of the conditions for safe functioning of the cyber space, its use in favor of person, society, state. The document is based on the principles of deterrence, cyber persistence and interaction. The coordination of the implementation of the strategy is the National Coordination Center of Cyber Security,” the message said.
Besides, the working group defined the conceptual approaches to the further development of the national system of cyber security that base on:
- analysis of the digital environment, global trends on cyber security (with simultaneous consideration of the peculiarities of Ukraine), protection of the national interests of Ukraine;
- the permanent nature of measures on improvement of the legislation in the sphere of the cyber security;
- implementation of the mechanisms of the state-private partnership in the sphere of the cyber security;
- pro-active approach that provides the holding of preventive measures and so on.
It is noted that the draft strategy of the cyber security of Ukraine has nine paragraphs.
It is supposed that during the first years of the strategy, the indicators will be developed for estimation of the state of the cyber security and cyber defense; the review of the cyber defense of the critical information infrastructure, state information resources and information, a mechanism will be implemented to provide the inspection of the state of the national system of the cyber security.
