After the death of Kharkiv Mayor Hennadiy Kernes, his duties will be performed by City Council Secretary (his right-hand man) Ihor Terekhov. Olha Aivazovska, the coordinator of the Opora Civil Network, wrote this on Facebook.
She noted that the law on local self-government stipulates that in case of dismissal of the mayor in connection with the early termination of his powers or his death, authority of the mayor is exercised by the secretary of the relevant city council.
“The announcement of early elections is an issue that is parliament’s responsibility and can be stretched for years, as demonstrated by repeated practice. Therefore, as long as there is someone to perform the functions of the mayor and there is a consensus of local elites on this, it is not sure that the election of Kharkiv Mayor will take place in the near future,” Aivazovska added.
On December 17 it was reported that Hennadiy Kernes died in Germany.
As we reported earlier, Kernes was diagnosed with COVID-19 back in September. Some sources reported that he had fallen into a coma, but the information was not confirmed. On September 15, it was stated that his friends and relatives had been considering options for transportation to one of the European countries. The initial place for transportation was Vienna, but then Germany became a priority.
On October 2, Hennadiy Kernes received a negative test result, which means there were no traces of Covid-19 in his body.
On December 11, he suffered kidney failure. The official was put on hemodialysis.
