Russia’s representatives, Munich Security Conference organizers create plan on Donbas Conflict end

On February 14, the plan on end of the war in Ukraine was presented at the Munich Security Conference. It was developed by three international organizations and the Russian Council on Foreign Affairs as European Truth reported.

Besides, some experts from Ukraine joined the development, Vasyl Phylypchuk, Oleksandr Chaliy and Oleksiy Semeniy. Their role is not specified. Besides, any Ukrainian organization was involved in the formation of the offer.

It is noted that the document does not include mention of the Russian aggression against Ukraine and the conflict is described as the inner. The steps for the end of the Donbas Conflict and creation of the prospects for the constructive dialogue, including on Crimea, are proposed as the response to the conflict. There is also no mention on the restoration of Ukrainian sovereignty over Crimea.

There are no key demands brought forward by Ukraine earlier; however, it includes a few humanitarian steps supported by all sides. Totally, there are 12 steps.

  1. Restoration of the Joint Control and Coordination Center (JCCC) work in Donbas with the participation of Ukrainian and Russian military.
  2. Creation of the Normandy Format at the military level.
  3. Open of the access for the OSCE SMM to all territory of eastern Ukraine.
  4. Solution of missing people issue.
  5. Launch of mine-clearance program.
  6. Launch of program on restoration of Donbas with the involvement of international donors. Meanwhile, Russia may become one of the sides, which invest in the restoration of the region voluntarily.
  7. Restoration of trade between Ukraine and Russia on the CIS principles.
  8. Gradual lifting of sanctions from Russia and development of the proper plan (currently, the lifting of the sanctions is possible in the case of observance of Minsk Agreements).
  9. Search and de-activation of dangerous sources of radiation in the conflict zone in Donbas.
  10. Dialogue in NATO states on the mutual security ‘for overcoming things, which separate’ (the document does not specify what it means and whether Russia should a part of such a dialogue).
  11. Determination of priority spheres of rapprochement between the EU and Russia with development of human and economic ties.
  12. Launch of Ukrainian national dialogue on the determination of the new identity of Ukraine, which will consider the opinion of Ukraine’s neighbor, including Russia, Poland and Hungary. It is noted that the issues of history, national memory, language, identity and minorities should become the subjects of dialogue.

As we reported, Acting Assistant Secretary of State for European and Eurasian Affairs Philip Reeker will accompany Mike Pompeo during the Munich Security Conference on February 14. He will hold bilateral meetings with key Allies and partners to discuss coordination on global challenges, including the need to counter Russia’s aggression against Ukraine.
