According to Reznikov, the representatives of Russia insisted on holding face-to-face meetings in Minsk, and the refusal of Ukraine could be treated as the “withdrawal” from Minsk Agreements.

“By his actions, Lukashenko destroyed the image of independent mediator and we will not come to Minsk. The Russians understood it. When they are asked, are you ready to meet offline, the Russians answer: “Yes, we are ready, but in the safe place”. Minsk is not mentioned,” Reznikov said.
