The law enabling to call up reservists in a special period of time without announcing the mobilization has come into force in Ukraine.
The law concerns the implementation of the new type of service that provides contracts with reservists of the operative reserve for a special period of time. This tool will allow to engage the reserve within 24 hours in case of the escalation of the situation at front or violation of the state’s border.
According to Head of Parliamentary Committee on National Security and Intelligence Oleksandr Zavitnevych, the reserve will involve a number of citizens who "previously served [in the military] and have certain combat experience".
The law provides the creation of the territorial centers of manning and social support at the military commissariats; improvement of military register of draftees, persons liable for military service, and reservists.
Meanwhile, criminal liability is introduced for draft evasion during a special period of time; from military register or training courses. The most severe punishment is foreseen for reservists who want to evade military draft on mobilization or during a special period of time. They can be imprisoned for three up to five years.
People who serve on the new type of it will be guaranteed with the assistance in employment and provision of the first working place for at least two years.
Besides, the law is amended that keeps the working place, position and average wage for employees called up for forces military service, compulsory military service of officers, military service during mobilization for a term until the day of dismissal. The reservists who called up for military service during a special period are added to the list.
On March 30, the Ukrainian Parliament adopted draft law No.3553 in the second reading and in general. The document allows Ukrainian military to enlist reservists without announcing the draft. 256 MPs endorsed the bill.
Later, Ukraine’s President Volodymyr Zelensky signed the law.
