Ukraine's Vice Prime Minister reveals what part of Minsk Agreements should be changed

Vice Prime Minister, Minister for Reintegration of the Temporarily Occupied Territories of Ukraine Oleksiy Reznikov revealed a part of Minsk Agreements that cannot be changed, as Dzerkalo Tyzhnya outlet reported.

“We should not touch three-quarters of Minsk because they include basic conditions, first of all, concerning the security – the withdrawal of the foreign troops, disarmament, demobilization – all of this enshrined and it is enough to be fulfilled; it would be easier further,” Reznikov noted.

He is sure that the strong text cannot be signed before the representatives of Ukraine hold consultations with the partners whether they are ready or not for the idea of modernization or change of the agreements reached in 2014. They should understand which Minsk Agreements do not work and will never work and which are detrimental to the territorial integrity of Ukraine. That is why it is necessary to discuss how to change the document.

According to the Vice PM, the main question is the priority ‘elections – border’. Reznikov is strongly against holding the elections before the restoration of the control over the border and solution of the security issue. The experience of other countries shows that the transitional period is necessary to reduce the emotions, restore the public order, disarmament, demilitarization, return of people who escaped from war.

The Vice PM supposed that a few years will be needed to stop the war in Donbas completely, considering the population density, necessity of the mine clearance where people will walk.

“Concerning the priority, I believe no one doubts that the security issue is the number one priority,” Reznikov underlined.

He recognized that the issue of the border and elections is enshrined in Minsk Agreements, not in favor of Ukraine and stability of the Ukrainian state; however, Minsk Agreements also contain that the elections take place according to the Ukrainian legislation and standards of the OSCE. The government provides the Office for Democratic Institutions and Human Rights (ODIHR) with security guarantees for its mission. If it provides such guarantees it means that it controls this territory. Consequently, the absence of control over the border between Ukraine and Russia means that the Ukrainian government will not provide such guarantees. It means that the Copenhagen criteria will not be fulfilled and the elections cannot be held there if they are not monitored by OSCE ODIHR.

Earlier, Oleksiy Reznikov stated that it is impossible to reintegrate Donbas in just a few years - this process may take up to several decades.
