Verkhovna Rada approved as a whole bill No. 2233 on amendments to the Law “On Electricity Market” in the second reading. The document prohibits the purchase of electricity from Russia under bilateral agreements but gives the Cabinet of Ministers the right to lift such a ban. 274 MPs voted in favor of the bill.

During the revision to the second reading, the bill was amended to prohibit the sale and supply of electricity imported from Russia under bilateral agreements and on intraday market.
However, the Cabinet of Ministers was granted the right to temporarily lift the ban on the purchase of electricity in Russia, specifying the time frames. This amendment was confirmed by 240 votes, 224 of them are of the Servant of the People faction.
As of now, it is established that during the first year of market functioning “one day in advance,” the lower limit of mandatory sale of the electricity by producers on this market cannot be less than 10% of monthly electric power output in the relevant period of previous year.
From January 1, 2020 to December 31, 2025 inclusive, the lower limit of the mandatory monthly sales of electricity by producers (other than producers who produce electricity from alternative energy sources) and importers on the “day in advance” market cannot be less 15% of their monthly electricity sales volume according to market rules.
The amendment on raising the quota from 10 to 15% was confirmed by 263 votes of the MPs (227 of votes belong to representatives of the Servant of the People Party).
Earlier it was reported that Ukraine had resumed the commercial import of electricity from Russia on October 1, 2019. According to the agency, United Energy provided the import of electricity from Russia on an equable schedule with a capacity of 100 MWt on October 1.
Head of Energy Committee in the Verkhovna Rada Andriy Gerus specified that Russian electricity supplied to Ukraine by import was sold at the market “for a day in advance” and it was allowed by the addition of the law “About market of electricity” 2017.
