The protest of farmers, who want not to allow the adoption of the law on the land market, takes place near the Verkhovna Rada. The MPs might vote for it today and lift the moratorium on the land sale, as 112 Ukraine broadcasted.
Initially, the protesters demanded to postpone the law and hold the referendum and adopt the norms, which provide the state and local self-government bodies to buy the shares. Now, they urge the MPs to extend the moratorium.
During the second reading on February 9, the bill was amended. According to the amendments, the foreigners will be able to buy Ukrainian lands only referendum. Besides, the restriction on the land sale to one person was changed. The norm was reduced 20 times from 200,000 to 10,000 hectares.
According to Chair of Ukrainian Agrarian Council Andriy Dykun, the land market will be opened for legal persons and individuals at the first stage and it is the threat.
“All our neighbors from the countries of Eastern Europe warn us: it is impossible to simultaneously open land market for legal persons and individuals. It should take place gradually. Gradually, we open the market, begin with individuals, work for a few years, if everything is ok, there is no anti-raiding, the court works, we can move to the legal persons,” he said.
Dykun also noted that during the last months the government asks the farmers not to worry and promised to finance the farmers for the land market but no one sees the real tool.
The National Police stated that law enforcers along with the National Guard employees started enhanced duty not to allow the violations of the public order and provide peace holding of planned rallies in downtown Kyiv.
On November 13, 2019, Verkhovna Rada of Ukraine supported the committee bill on the opening of the agricultural land market № 2178-10 as a basis.
On December 28, 2019, the Verkhovna Rada Committee on Agrarian and Land Policy completed the consideration of all amendments to the draft law on the land market and recommended that MPs adopt it in the second reading.
