The Prosecutor General’s Office will request an arrest of Vladyslav Manger, the Head of Kherson Regional State Administration, as 112 Ukraine reported citing Prosecutor General Yuriy Lutsenko.
“The prosecutor’s office will request his arrest as it is the only restrictive measure during the pretrial investigation provided by the law,” Lutsenko said.
He reported that Manger signed the handed suspicion in the organization of the murder of advisor of Kherson Mayor Kateryna Handziuk.
“He participates in the investigative actions in Kherson now. The court session on the choosing of the restrictive measure for him will take place soon,” the prosecutor general said.
Yuriy Lutsenko emphasized that Manger cannot be detained now due to the amendments to the Criminal Procedure Code and he should be invited to the court for the choosing of the restrictive measure.
“Thanks to the amended Criminal Procedure Code at the time of Yanukovych, even after the provision of the suspicion in the commitment of the murder, we have no rights to detain Mr. Manger. But we can invite him to Pechersk Court for the choosing of the restrictive measure. We assumed all possible security measures within the current legislation and I am sure that Mr. Manger will be at Pechersk Court with his lawyers and the court will choose compulsory restrictive measure,” Lutsenko said.
On February 11, Vladyslav Manger, the Head of Kherson Regional State Administration was served with charge papers in Handziuk’s murder. In his turn, Manger said that he would not escape from the country due to suspicion of organizing murder of Handziuk.
On November 4, it became known that Kateryna Handziuk died at age of 34. She was doused with sulphuric acid in July this year. According to preliminary information, her death was caused by blood clot's detachment.
Besides, the doctors specified the cause for the death of Handziuk was specified. It was due to multiple organ failure and chemical burns.
Handiuk's murder evoked a huge public outrage, with people demanding to find the orderer of the murder of the activist.
