Deputy Head of the President’s Office Ruslan Ryaboshapka stated that fines for owners of the vehicles with the European car plates are postponed for another three months as Livy Bereg reported.
Particularly, Ryaboshapka reminded that President Volodymyr Zelensky submitted the proper draft law to the previous parliament; however, the MPs did not adopt it. Deputy Head of the President’s Office promised that this bill will be adopted by the new parliament.
“Now this bill is a priority and on the first day of the parliament’s work it will be adopted and the fines will be postponed. During the term of delay, three months, we will develop a new bill, which will settle the order of the customs clearance of the cars. Because the current legislation is deficient and in many cases, we cannot implement it,” Ryaboshapka said.
Formally, the fines for European license plates will come into force on August 22 but Ryaboshapka recognized that police has no access to the customs database so they cannot be aware whether the car violated the terms of the entry or no. in other words, the police has right to stop such vehicles but cannot fine them.
“There are the technical problems with the information exchange between the National Police and the customs service, consequently, there is no mechanism, which allows to implement the use of the fines,” Ryaboshapka said.
On July 13, 2018, Verkhovna Rada supported a bill providing for increased responsibility for breaching the rules of car import to Ukraine. The document establishes a single term for sanctions for customs rules breach, - half a year since the day of detection of the violation.
On October 22, the Supreme Court of Ukraine recognized the termless use of the cars with the EU license plates imported in the regime of transit as legal. Later, the State Fiscal Service claimed that the use of the uncustomed cars is still a violation of the law.
