The document aims for the harmonization of the Ukrainian legislation with the norms of the EU.
The law establishes the rules for the production of the organic products if the issue is about the plants, animals, mushrooms, aquacultures and seaweeds, fodders and food products. The action of the law does not cover the production for own consumption, cosmetics, medicines and products of the hunting and fishing from the natural environment.
The producers are obliged to declare all their actions toward the organic products, divide the production of the organic and inorganic products and annually pass the certification.
The document establishes the main rules of the production of the organic products, however, they will be confirmed in details by the Cabinet of Ministers.
The producer should use mostly the renewable resources, safe technologies, quality water. The nutritional supplements are allowed only according to the list and in the established extent. It is forbidden to use the GMO, synthetic substances (particularly the pesticides), tranquilizers and electro-stimulation of the animals.
It is forbidden to keep the poultry in the cages. Instead, it should be provided the access to the stream, pond, lake or basin. It is forbidden to clip the wings of the queen bee.
It is supposed to create three state registers: of the producers of the products (operators), bodies of the certification and the organic seeds and seedlings.
According to the law, the product should meet the established norms, if there is a marking "organic", "biodynamic", "ecological" or any root or derivatives from these words with the prefixes "bio", "eco" and others.
The state regulation of the organic production, turnover and marking of the products will be held by the Cabinet of Ministers, Agrarian Policy Ministry and State Service of Ukraine for Food Safety and Consumers Defense. Particularly, the profile ministry should approve the state logo for the organic production.
The conditions and terms of the transition period and the parallel production of the organic and inorganic products are provided.
As we reported, on July 10, the Verkhovna Rada has adopted law No. 5448-d “On basic principles and requirements for the production, turnover, and labeling of organic products” in the second reading and in general. 237 people's deputies voted “for.” The document was presented by the deputy head of the agrarian committee, the People's Deputy from Bloc of Petro Poroshenko Olexandr Bakumenko.
