Ukraine’s President Petro Poroshenko signed a decree, which enacts the decision of the National Security and Defense Council "On urgent measures to neutralize threats to national security in the sphere of migration policy." The press center of the head of the Ukrainian state reports this Wednesday.
It is noted that the Defense Council approved the draft law in order to ensure national security, neutralize threats in the spheres of migration and citizenship.
The Cabinet of Ministers is instructed to ensure the development and submission of a number of draft laws to the parliament within a month's time.
In particular, the government is instructed to prepare amendments to the laws of Ukraine for the introduction of checks for foreigners, mainly Russians of grounds for entry to Ukraine using an electronic notice of intention to visit Ukraine, as well as determining the powers of state bodies to implement such checks.
The government should also improve the mechanism for implementation of the state policy in the field of integrated border management within a month. That includes ensuring the proper functioning of the four-level system for monitoring the entry and stay of foreigners and stateless persons in Ukraine, the regulation of appropriate procedures and the mechanism for mutual access to information systems of authorized state bodies.
The Defense Council also instructed the government to approve the action plan for 2018-2021 on the implementation of the State Migration Policy Strategy until 2025, approved on July 12, 2017. And also to provide for the introduction for foreigners, primarily Russian citizens, and stateless persons from states of migration risk of a mechanism for preliminary verification of the grounds for entry to Ukraine using an electronic notification of the intention to visit Ukraine.
Also, according to the decision, the procedure for the registration of foreigners, stateless persons and their passport documents at checkpoints at the state border of Ukraine should be prepared and approved within two months. As well as the procedure for registering the information about foreigners or stateless persons, their passport data.
The decree comes into force from the date of its publication.
