“To release Andry Hordeev from the duty of the Chairman of Kherson Region State Administration in compliance with the statement he has filed,” the document reads.
On April 6, Kherson region governor Andriy Hordeev wrote a statement of resignation to Poroshenko.
It should be noted that till 2015, the President was appointing and firing the governors on the submission of the government.
In 2015, the Verkhovna Rada has introduced the appointment of the heads of the local administrations on a competitive basis – within the fulfillment of the commitments to the EU in exchange for financial aid in the amount of $112,742. The order of appointment and dismissal of the officials was provided by the law “On public service.”
Yet, the innovation did not last for long. In November 2017 a law which cancels the officials' dependence upon the law on public service. Since then, according to the article No. 8 of the law “On local state administrations,” the chairmen of the region state administrations are appointed by the president on the submission of the Cabinet of Ministers for the term of office of the Head of the State.
