Ukraine's special parliamentary commission to study military-procurement scandal

The Verkhovna Rada of Ukraine has expanded the circle of issues for temporary investigative commission on embezzlement in Ukraine's Armed Forces, as Interfax-Ukraine reported.

The proper resolution #10104 on the investigation of the facts published by mass media concerning the abuse at State Concern Ukroboronprom and involvement of the officials in it was supported by 229 MPs.

The commission, which studies the embezzlement’s cases in 2004-2017, is authorized to hold the investigation on the materials published by Nashi Hroshi program (Our Money).

Besides, the commission will be able to study the cases of embezzlement, which took place in 2018-2019.

Moreover, the parliament ordered the commission to hold a public meeting together with representatives of the Prosecutor General's Office of Ukraine, the Specialized Anti-Corruption Prosecutor's Office, the National Anti-Corruption Bureau, the Defense Ministry, the Ukroboronprom concern in order to investigate facts of abuse in the defense sector.

Earlier, State Fiscal Service reported $816,000 damages from corruption during supplying smuggled Russian spare parts to Ukroboronprom plants by OPTIMUMSPECPETAIL LLC. Iron, which was then used to repair military equipment from the area of hostilities, has been delivered to the enterprise.

As we reported earlier, Kremlin commented on the scandal with smuggling of military equipment to the Armed Forces of Ukraine. The press secretary of the president of Russian Federation Dmitry Pesov claimed this to be absurd, as such equipment is under special control.

February 25, journalist investigations Bihus.Info, Nashi Hroshi program alleged that Igor Gladkovsky, the son of close Poroshenko ally Oleh Gladkovsky, deputy secretary of the National Security and Defense Council, organized a corruption scheme to smuggle spare military-equipment parts from Russia in 2015. State defense facilities purchased the smuggled spare parts from private companies linked to Hladkovsky and his friends at highly inflated prices. Ukroboronprom state concern, which supervises defense industry production facilities, knew the origin of the smuggled parts but agreed to purchase them.

Igor Gladkovsky, along with Vitaliy Zhukov (former advisor of “Ukroboronprom” Director, the member of supervisory council of “Meridian” company till 2013, former assistant of Yuriy Tereshchenko, ex-Head of State Service of export control, Oleg Gladkovsky’s friend, - ed.) and Andriy Rogoza (CEO of “Inter Steel Ltd.”, - ed.) were supplying smuggled Russian components and components from the Ukrainian military units through straw companies at prices 2-4 times higher than market ones.

Ukrainian presidential candidate Yulia Tymoshenko has initiated impeachment proceedings against Poroshenko, as his Leninska Kuznia company was involved as a straw company.
