PACE appeals to Venice Commission on legitimacy of Russian delegation

The regulation committee of the Parliamentary Assembly of the Council of Europe (PACE) appealed to the Venice Commission for explanation whether the Russian lawmakers in PACE are legitimate. They were chosen with the consideration of the illegal voting at the territory of occupied Crimea as Ukrinform reported citing Chairman of Ukrainian Delegation to PACE Volodymyr Ariev.

“Celebration of Russians is ruined a little. The regulation committee of the PACE recognized that the challenging of the authorities of the Russian delegation on the procedural reasons is still valid and unanimously sent it to the Venice Commission for consideration: whether those, elected to the Russian parliament with the help of the votes of Crimea in the single-member district of Russia (on the party basis), are lawmakers?,” Ariev stated.

According to him, “complete ratification of the Russian delegation will not take place today as one issue hangs over Russians as a sword of Damocles”.

It is noted that the representatives of the Russian delegation stated that they will not participate in the work of PACE until complete confirmation of the authorities.

As it was reported, the Parliamentary Assembly of the Council of Europe adopted a resolution which changes the sanctions regime and allows Russia to return to work in the organization without limitations to the right to vote.

The delegations of Ukraine and Georgia launched a complaints procedure in PACE over Russia’s return to the organization.

Moreover, the Ukrainian delegation stopped its work in the PACE, excluding the sessions concerning the Russian issue. 

As we reported profile committees of the PACE considered the question of restoring all authorities of the Russian delegation in the Assembly. The concluding recommendation passed after the night-time session says that these powers should be returned without any sanctions - not even those that remained after the PACE resolution was passed on June 24.
