Open letter of 112 Ukraine TV Channel to Ukrainian authorities and international organizations

The letter is sent to Ukraine’s Presidential Administration, the Chairman of Ukrainian Parliament, the OSCE office, the representative office of the European Union, the U.S. Embassy and Amnesty International

112 Ukraine TV channel express deep concern about the situation around a tender by the Television and Radio Broadcasting Council.

The license for a national TV-channel in MX-5 multiplex with the informational broadcasting format is put on the tender, and the 112 Ukraine TV channel participates in it.

The competition should be open and transparent. Every participant paid over 4.8 thousand dollars for participation only, however, according to the Ukrainian MP Serhiy Leshchenko, the winner was known a month and a half before the end of the competition. This information has been confirmed by different sources. The winner is a state-owned legal entity, and the fact of electing a winner is connected to this very factor.

According to the Constitution of Ukraine, all the subjects of law are equal, any discrimination on this grounds is forbidden.

112 Ukraine TV channel has a long record of relations with Ukraine’s National Council for TV and radio broadcasting; the channel has repeatedly reported cases of this authority’s selective and discriminating approach, which is nothing but the offense of freedom of speech.

112 Ukraine TV channel received 26 refusals when asking to reform the TV channel’s program framework for information broadcasting mode. Such reformation is the channel’s sovereign right, which is constantly violated – in breach of the law.

The competition announced by the National Television and Radio Broadcasting Council could leave behind the history of the suppression of the leader of the information broadcasting in Ukraine, which has the trust of the biggest audience in Ukraine.

Unfortunately, it did not happen. The announced competition became only the additional episode of the trespass of the regulator towards the independent and objective broadcaster.

112 Ukraine TV Channel urged all addressee of this letter to pay attention to the possible trespass from the side of the regulator and to not allow the sophistication of the competition's result and all non-indifferent people to react on the endless oppression of the leader of the information broadcasting and freedom of speech.
