No special promotion in the preparation to Normandy Format Summit is observed, as TASS reported citing Russia’s Presidential Assistant on International Affairs Yuriy Ushakov.
“We are quietly concerned over the situation after particular work held by the political advisors of the leaders of the Normandy Format between each other; then their agreements were enshrined by the decision of the contact group in Minsk,” Ushakov said.
He added that despite the desire of the sides to hold such meeting “no special promotion in the context of the preparation to the planned Normandy Format Summit is not observed.”
Commenting on the matters, which raise the concern in the Kremlin, the assistant of Putin noted the fact that after the signing of the agreed text of Steinmeier formula and approval of the schedule of the disengagement of forces at the contact line near Zolote and Petrovske in Donbas “quite controversial signals start to come from Kyiv.”
Generally, according to Ushakov, the settlement of Donbas Conflict “is quite unclear”. He stated that Moscow is ready to hold the summit but it “should be carefully prepared”.
On October 1, Ukraine’s President Volodymyr Zelensky stated that Ukraine reported on the agreement of Steinmeier formula text in response to the letter of OSCE Special Representative in Trilateral Contac Group Martin Sajdik.
Russia considers the possibility of participation in the Normandy Format summit after the signing of Steinmeier formula by the Ukrainian side.
On October 3, German Chancellor Angela Merkel confirmed that the Normandy Format summit will take place in Paris.
Meanwhile, Ukraine’s Foreign Minister Vadym Prystaiko stated the Kremlin's lack of interest is preventing negotiations in the Normandy format.
However, Angela Merkel promised during the phone talk with Volodymyr Zelensky to use her future contacts with partners in Normandy Format to reach the agreement on the holding of the summit.
