Language Ombudsman appeared in Ukraine. The Cabinet of Ministers appointed Tetiana Monakhova as the Commissioner for Protection of State Language. The main tasks of the Language Ombudsman will be to protect the Ukrainian language as a state language, protect the right of Ukrainian citizens to receive information and public services in the state language. Let us see what we know about Tetiana Monakhova.

 

Key facts

Ministry of Culture of Ukraine proposed the candidacy of Tetiana Monakhova. She worked as the Head of the Department of Journalism at Petro Mohyla Black Sea National University in Mykolaiv.

Tetiana Monakhova was born in Mykolaiv on July 2, 1980. In 2002, she graduated from the Mykolaiv V.O.Sukhomlynskyi National University in the specialty “Teacher of Ukrainian language and literature and English and foreign literature.”  

In 2015, she defended her doctoral dissertation on “Modern strategies for text creation in Ukrainian” at Odesa Mechnikov National University.

She is the author of 40 scientific publications and a columnist of several editions.

 

What will Language Ombudsman do?

The main tasks of the Language Ombudsman will be to protect the Ukrainian language as a state language, protect the right of Ukrainian citizens to receive information and public services in the state language and eliminate obstacles in using the state language.

The Ombudsman will monitor implementation of laws on the state language and state targeted programs; consider claims of natural persons and legal entities against actions or inaction of the authorities in abiding to the requirements of law on state language; appeal to a number of bodies concerning internal investigations and holding officials who breached the laws on state language accountable (disciplinary punishment); draws up protocols and imposes penalties.

In addition, the Commissioner must annually submit a public report on activities and the state of compliance with the language law.

The Law of Ukraine “On Ensuring the Functioning of Ukrainian Language as State Language” provides for the position of the Commissioner for Protection of State Language. The Ombudsman is appointed and dismissed by the Cabinet of Ministers of Ukraine.  

One person can hold this position twice (within 5 years). The Commissioner is not a public official.
