New satellite photos taken by Western experts on Monday confirm recent reports that Russia is again concentrating troops and military hardware on the border with Ukraine. The images were taken by Colorado-based US space technology company Maxar Technologies, which handed them over to Politico.

Satellite photos show a cluster of armored units, tanks, and self-propelled artillery along with ground forces in the area of the Russian city of Yelnya, near the border with Belarus. Military units began moving from other parts of Russia, where they are usually based, at the end of September. These include the elite 1st Guards Tank Army.

Meanwhile, a new analysis held on Monday by the British military and transport publication Jane's shows that hardware from Russia's 4th Guard’s Tank Division has been relocated to areas around Bryansk and Kursk, close to Ukraine's northern border. The units are equipped with T-80U main battle tanks and a self-propelled artillery unit.

Elements of the 1st Guards Tank Army were also seen in this area. According to Jane's analysis, the army "is designed to carry out operations at all levels of combat, from counterinsurgency to mechanized combat."

Self-propelled artillery mounts and other hardware are visible on satellite images. The deployment "marks a clear departure from the standard 1st Guards Tank Army exercise pattern," which is usually held outside Moscow, Jane's notes.

In April, Defense Minister of Ukraine Andriy Taran stated that the number of Russian military forces near Ukraine's borders would increase to 110,000 soldiers.

The same month, Commander of the U.S. European Command Tod D. Wolters stated that NATO is able to offer rebuff to Russia in case of aggression against Ukraine.

On April 22, it was reported that Russia is withdrawing troops from the borders of Ukraine to places of permanent stationing. However, according to Pentagon, Russia withdrew part of troops; however, the risk remains.
