New formula for customs clearance of cars with European license plates launched in Ukraine

The new formula for customs clearance of cars with European license plates starts to act in Ukraine.

The documents offer a reduced fee for customs clearance of cars that entered the territory of Ukraine until the end of 2020, at the level of not more than 1,000 euros. 180 days are provided for reduced customs clearance as the law comes into force.

Bill #1402-IX concerns cars imported by physical persons to the customs area of Ukraine until December 31, 2020, and staying in the customs treatment of temporary import or transit.

The formula of customs clearance does not depend on the cost of the car, considering its age, volume, and type of engine. The basic rate will vary from 0 up to 150 euros.

Moreover, this document offers to customs-clear the cars during 180 days since it comes into force according to the next formula:

Rate – Basic rate + Ve + Fe,

where the Basic rate is the tax rate in euro for one vehicle, established on the basis of the years passed since the production of the vehicle until the year of the definition of the tax rate and makes:

  • 0-9 years – 0 euro;
  • 10 years – 25 euros;
  • 11 years – 50 euros;
  • 12 years – 75 euros;
  • 13 years – 100 euro;
  • 14 years – 125 euros;
  • 15 years and more – 150 euros.

Ve is the tax rate in euros per one vehicle established through the multiplication of volume of cylinders of explosion engine of the proper vehicle in cubic cm per coefficient that makes:

  • 0.25 euros per 1 cubic cm of engine cylinders – for a vehicle with the volume of the engine under 2,000 cubic cm;
  • 0.2 euros per 1 cubic cm of engine cylinders – for a vehicle with the volume of the engine under 3,000 cubic cm;
  • 0.25 euros per 1 cubic cm of engine cylinders – for a vehicle with the volume of the engine from 3,001 up to 4,000 cubic cm;
  • 0.35 euros per 1 cubic cm of engine cylinders – for a vehicle with the volume of the engine from 4,001 up to 5,000 cubic cm;
  • 0.5 euros per 1 cubic cm of engine cylinders – for a vehicle with the volume of the engine over 5,000 cubic cm.

Fe is the tax rate in euros for one vehicle.

  • 0.0 euro – for fuel or hybrid engine;
  • 100 euros – for a diesel engine.

Document #1403-IX allows the owners of the cars with European license plates to take the vehicle out of Ukraine and perform customs clearing only with the fine in the sum of 8,500 hryvnias ($314) and do not pay the fine in the sum of 170,000 hryvnias ($6,297).

A person might perform customs clearing only of one car of one category (light vehicle, goods vehicle, trailer). However, this vehicle should meet the requirements of at least Euro2.

Earlier, the Cabinet of Ministers of Ukraine agreed on the draft regulation that allows to fine the owners of the cars with European license plates.
