In the offered document Netherland proposes to deprive Ukraine of the EU's financial and military aid and not provide citizens of Ukraine the right to live and work in the EU.

Europe noted that failure to comply with the Dutch requirements may jeopardize Association Agreement of Ukraine with the EU. Mark Rutte is going to disrupt the ratification of Association Agreement if the demands of Netherlands are not met.
"If we do not get it, next day we will submit a law to the parliament according to which we will not ratify the association agreement,” Rutte said earlier.
Rutte reported that the Netherlands is unlikely to ratify the AA, taking into account the results of the referendum in April, where the Dutch were against the treaty.
"I think we will not ratify (Agreement - Ed.) in the end" Rutte claimed, speaking in parliament.
In accordance with EU regulations, before entering into force, the agreement must be ratified by the government of each member state of the union. 61% of the Dutch, who came to the polling stations, voted against the Agreement on the association of Ukraine with the European Union in a consultative referendum in the Netherlands on April 6.
