A staff meeting of the NSDC (National Security and Defence Council) took place in Kyiv. Oleksandr Turchynov, the Council Secretary chaired the session. The participants, leaders of law enforcement agencies discussed enhancing counter-terrorism measures in Kyiv and various regions of Ukraine.
The reason for such decision was today’s murder of Ukrainian officer who worked for the Main Department of Intelligence of Ukraine’s Defense Ministry. The parties agreed that the adequate measures of protection against Russian hybrid threats must be boosted.
‘Taking into account the high level of terrorist threat, we approved a number of steps to strengthen counter-terrorism and counter-reconnaissance modes in Kyiv and other regions of Ukraine,’ NSDC press service said.
According to Turchynov, over the last several months, Russia has been carrying out subversive measures against Ukraine within its doctrine of hybrid measures. ‘Today, one of Ukraine’s best military reconnaissance fighters was killed in Kyiv due to the terrorist attack. Maksym Shapoval was one of those who actively protected the Ukrainian state from the Russian aggression. This terrorist act was carried out in the same fashion as the murder of Ukraine’s counter-reconnaissance officer, colonel Oleksandr Haraberuysh in March 2017,’ he said.
Turchynov said there is enough evidence to claim that both murders were planned and organized directly by Russian special services. The official added that Ukraine’s Chief Military Prosecutor’s Office will be investigating the murder.
On Tuesday morning, a black Mercedes exploded in Kyiv; the driver, Maksym Shapoval, the hardened veteran of Donbas conflict, died on the spot. The police opened a criminal proceeding, putting the incident as a terrorist act.
