National Security Committee to elaborate draft law on Donbas reintegration

The National Security Committee of the Verkhovna Rada of Ukraine did not give a ruling on the draft law of the reintegration of Donbas and it will elaborate one article. The meeting of the committee was broadcasted by 112 Ukraine.

'The article #10 is the issue for elaboration and it concerns the conditions that allow holding the specification of the events, conditions, terms and powers provided by this law. I think that we efficiently worked and consensually supported a lot of issues and it is a result of a good job of the committee and the secretariat of the committee', Ivan Vinnyk, the Secretary of the National Security Committee claimed.

He announced that the committee will elaborate the debating norm during the next two days and will submit the document to the session hall next plenary week on December 5-8.

Vinnyk noted that the committee removed all mentioning of the Minks Agreements from the draft law and any pointing to their implementation.

'The committee will gather to make final decision on the edition of the 10th article, particularly, the powers, terms and conditions of the using of the special measures that are provided by the events on the provision of the national security: the things the Ukrainian soldier can do, when he can shoot, why he uses the weapons, why he is free from the responsibility to prevent the incidents same to Kolmogorov case', Vinnyk noted.

It was also noted at the meeting that the significant amendments were not added to the draft law, only the editorial correction. The draft law was adopted at the first reading under the name 'On peculiarities of the state policy on the provision of the state sovereignty of Ukraine over occupied territories of Donetsk and Luhansk regions'.

Moreover, the date of the beginning of the aggression of Russia against Ukraine was added to the draft law and it is a date of the annexation of Crimea.

Generally, 661 amendments were added to the draft law for the consideration at the second reading, 238 of them were supported completely or partially.

223 MPs supported the draft law 'On reintegration of Donbas' in the first reading in October. It was expected that the committee will finish the consideration of the draft law on November 15 and will submit the document to the Verkhovna Rada next day.
