"Naftogaz" considers statement of "Gazprom" on the risks of gas transit to Europe as preparation of new gas crisis by Russia

"Naftogaz Ukraine" considers the statements of PJSC "Gazprom" on the possibility of termination of gas supply to consumers in the EU as a preparation of a new gas crisis in January and February 2017 by the Russian Federation with the aim of promoting its own interests in relations with the EU. This was reported in a statement of national oil and gas company of Ukraine, published on the "Naftogaz" website.

As noted, the Russian side will try to blame Ukraine for the crisis, by analogy with the 2006 and 2009 years. This is indicated by recent public statements of the Russian side, and the reluctance of "Gazprom" to sign an additional standard agreement with "Naftogaz", which the parties have signed three times already.

"Naftogaz" says the volume of gas available in Ukraine is enough to reliably provide Ukrainian gas to its consumers during the heating season.

"Along with this, the position of "Gazprom" seems strange, as, on the one hand, company insists on the purchase of additional volumes of gas from Russia by "Naftogaz", and on the other - refuses to sign the standard additional agreement that addresses these procurement risks for the Ukrainian side," the statement says.

The national joint-stock company explained that the agreement sets out the obligations for "Gazprom" to deliver gas prepaid by "Naftogaz" in full, do not apply the contested principle of take-or-pay, do not count prepaid sum as payment for unauthorized supplies to the occupied territories of Ukraine, as well as introduce a flexible procedure for subscription and ordering gas volumes required for "Naftogaz".

The company said that "artificial crisis provoked by "Gazprom" can be used by Russia as a means of pressure on the EU to promote the bypass pipelines or termination of the anti-monopoly investigation, which is now maintained by the European Commission."

As noted, in order to prevent a possible crisis Ukrainian side addressed the European Commission with a proposal to urgently send a monitoring mission to the points of entry and exit of Russian gas to Ukrainian gas transport system for the independent monitoring of the situation.
