The Ministry of Defense of Ukraine has submitted to the Cabinet of Ministers a draft of a new strategic document “State Defense Plan”. This was reported by the press service of the Ministry of Defense.
It is noted that the development of the project lasted during 2019-2021. According to the Minister of Defense of Ukraine Andriy Taran, the document was developed in cooperation with all departments of the security and defense sector of Ukraine.
He also noted that the analysis of the current system of state strategic planning in the field of defense showed the ineffectiveness of existing approaches when the main role was given to the military authorities of the Armed Forces, which did not have sufficient powers to fully involve other state bodies in the planning process.
“We have taken the initiative: for the first time, the concentration of coordinated efforts of the entire state apparatus, civil society and security, and defense forces in a single force to repel the aggression of various scales and geography on the principles of “comprehensive defense” is doctrinal,” the minister said.
According to Taran, the “Comprehensive Defense” envisaged by the Military Security Strategy of Ukraine is the basis of the structure of more than ten components of the Defense Plan. They cover key areas of state functioning during the armed defense of its independence and territorial integrity.
“The plan makes it possible to make full use of the potential of the state apparatus and local self-government bodies to assist, support, and ensure the actions of the defense forces in carrying out their tasks in a specific place at a specific time,” Taran added.
If approved, the document will be sent to the National Security and Defense Council, which will make a decision on the recommendations of the president of Ukraine regarding its approval, the press service states.
As it was reported earlier, Ukraine wants to create its own missile defense system (NMD) and has already begun negotiations with other countries to obtain technologies for its development.
