The crime is committed against Ukrainian people as Viktor Medvedchuk, the Chairman of the Political Council of Opposition Platform – For Life stated commenting on the adoption of the land market law in the first reading.
The politician noted that the things happening in recent days in the session hall of the Verkhovna Rada show the policy of today’s authority and Volodymyr Zelensky to pass the law on the sale of the agricultural lands at all costs.
“People should estimate such actions because we believe, our party and our factions, that the crime is committed against Ukrainian people, against the economic possibility, against the sovereignty of the state,” he stated.
Medvedchuk is sure that in such a way the authority violated the constitutional rights of Ukrainians as not all citizens are provided with land.
“The thing that should be done in accordance with the Land Code is the possibility of receiving of land by all wishing to hold the personal homesteading from the fund of the agricultural land, which will be sold if the law is taken through,” he warns.
Medvedchuk predicts that today not people but financial groupings, people with resources, with money will be able to buy up land, and buy up it at the primary market if this law is adopted and the sale of land begins for further resale.
The politician reminded that 14 regions actively protested against the law and came to the rally near the building of the Verkhovna Rada.
“It is the demand of the IMF, financial international organizations, Soros Fund; it is the result of the external control of Washington, which is imposed in Ukraine. We, of course, will continue to fight and explain people, popularize the true purpose of this idea, which is laid in the land sale and why it is the crime against Ukrainian people,” he promised.
The Verkhovna Rada supported as the basis the committee’s bill on opening of the market of agricultural land #2178-10. 227 MPs from Servant of the People faction and 13 non-affiliated lawmakers supported it.
Earlier the Committee on Agrarian and Land Policy recommended the parliament to support the bill #2178-10 on the opening of the market of agrarian land developed by this committee.
As it was reported earlier, President of Ukraine Volodymyr Zelensky instructed the Cabinet of Ministers to draw up a bill on the land market by October and entrusted the Verkhovna Rada to adopt it and lift the moratorium on agricultural land sale by December 2019. In particular, the government had to develop and submit to the parliament a bill on the agricultural land market and lifting of the moratorium on land sales by October 1, 2019.
On January 18, 2001, the Parliament adopted law #2242-III, which established that the owners of the land shares cannot sell, present or alienate the land plots in any other way; however, the lands can be bequeathed or sold for the state and public needs. This decision acts temporarily until the Land Code is adopted.
The Land Code #2768-III was adopted by the Parliament on October 25, 2001. The document established that it is forbidden to sell or alienate the lands and shares for the farm needs until January 1, 2005 (the exchange, bequeathing and confiscation for the public needs were allowed). This decision is called the moratorium on the sale of land since then. The action of this ban was extended nine times (in 2004, 2006, 2008, 2010, 2011, 2012, 2015, 2016 and 2017).
