Can quarantine be strengthened?

Here is what the Mayor of Lviv says about it: “One very important factor we monitor every day is the number of patients in our city hospitals. Initially, we reserved approximately 2,500 beds for coronavirus patients in the region. Today we have approximately 800 patients; it is 35-40% occupancy. This is a very important point. If we see that this situation changes, then other rules and regulations will be introduced.”
