A proper medical reform has to be based on the management of the medical centers, fees for services, and not on the funding of the institutions and compulsory state health insurance. The basic principle of the medical reform should be the creation of the qualitative and free healthcare for people, and the main criterion is its effectiveness – the prolongation of the life duration. Olha Bohomolets, the Chairman of the Verkhovna Rada on Health Issues, wrote it on Facebook.
She specified how exactly the medical reform should be implemented – for the benefit of every Ukrainian citizen.
“I do not support the introduction of the paid health care, I do not support the unreasonable shut down of hospitals and the reduction of doctors, I do not support the destruction of ambulances. Instead, I support a proper health care reform, aimed at the improvement of the accessibility and quality of healthcare, and the reducing of the morbidity and mortality, the prolongation of the quality of Ukrainian citizens’ lives,” the politician stressed.
Bohomolets reminded that she is the ideologist of the health care reform. Within the actual reforming Olha Bohomolets is the author of the bill, which provides the principle “patient goes first”.
“This law was supported by the representatives of all political forces. It has to come into force since November 2017, but the Healthcare Ministry has not prepared a regulatory structure for its timely start,” she said.
She believes that additional $3,85 billion is required for the full funding of vital medical service.
Olha Bohomolets has also developed a bill on the compulsory state medical insurance, which can cover the vital needs of the citizens as qualitative and free healthcare to provide the diseased and the healthcare system with the facilities.
“To get the necessary and additional $3,85 billion for the funding of vital medical services, the contributions should constitute around $12 per month. The state is to pay for disabled people, the employers for the employees, and self-employed people will pay for themselves,” the politician stressed.
