Law on Basic Principles of Ukraine’s Cyber Security, adopted by the Parliament in October and signed by the President on November, 7, was officially published in the Golos Ukrainy (’The Voice of Ukraine’, - ed.).
The document defines the basic infrastructure objects, which compose critical infrastructure of the country that needs the best possible cyber protection.
The law also lays legal and structural basis of protection of vital interests and the rights of Ukrainian citizens, the entire society and the state, Ukraine’s national interests in the cyber space.
The separate article dedicated to the issue that the cyber-security should not mean oppressions on the internet. Also, the draft law does not cover the data that are passed in the communications or technologic schemes, social networks, blog platforms, video hosting services and others.
The objects of the cyber-security are communication systems (whoever owns them) that work with national information resources or those that are used in the interests of the government authorities, law enforcements and military bodies.
Also, there is a list of the objects of the critical infrastructure: enterprises of energy, chemical, transport, information and communication technologies, electronic communication spheres, bank and finance sector and others (whoever owns them).
The Ukrainian Government creates the conditions of the enlisting of the objects of the critical infrastructure and the National Banks works with the bank system.
The State Service of Special Communication and Information Protection of Ukraine, the National Police, the SBU, the Defense Ministry, the General Staff of the Armed Forces of Ukraine, the Intelligence Service and the National Bank are responsible for the cyber-security of Ukraine.
The document provides the detailed authorities of every of these services. Particularly, the State Service of Special Communication and Information Protection provides the work of the State Center of Cyber-Security, the government team of response on cyber-incidents in Ukraine, the SBU fights with the cyber-spy craft, the Defense Ministry is ready to respond to the military aggression in the cyber-space.
The work of all authorities is coordinated by the president through the NSDC and National Coordination Center of Cyber-Security of NSDC.
The government creates the conditions for the work of audit system of information security at the objects of the critical infrastructure and the National Banks works with the bank system.
The law shall come into effect in six months from now.
