The National Guard and Police blocked off the government quarter in Kyiv. MP of Ukraine Mustafa Nayyem reported this at Facebook.

‘Good morning. The whole quarter is blocked off by the shields. The way to the Constitution square is possible only through the frameworks. The building of the parliament is rounded up twice by the National Guard and Police’, he wrote.

‘The security measures were strengthened since the morning. There are about 500 persons from the National Police near the Verkhovna Rada and also the police work. The Hrushevsky Street, Instytutska Streer, Lypska street are partially blocked. The Lyuteranska Street, Kruglouniversytetska Street, Horodetsky Street and Shovkovychna Streer are completely blocked. The cars are checked near Horodetsky Street. The steel frameworks are all around the Verkhovna Rada and people are checked for the presence of the weapons and dangerous materials’, the 112 Ukraine correspondent added.

Head of the National Police in Kyiv Andry Kryshchenko claimed to 112 Ukraine that almost 10 000 people will gather for the protest near the Verkhovna Rada.

‘We got a few applications for the holding of the protests near the Verkhovna Rada and there is the issue about a quite big number of people. According to the different estimations, it is planned that there will be about 10 000 people. Moreover, we blocked off some streets due to the official visit of the President of Malta. At the moment 3.500 law enforcements keep the public policy in the downtown.  We will use the additional forces in the case of the worsening of the situation’, the police reported.

‘We established the metal detection arch for providing the security of the citizens. Such amount of the metal detection arches allows us to check 50-55 000 fans in 2.5-3 hours before the football match all attempts to break through the arches will be considered as the provocations under the slogan that the police limit the peaceful gathering’, Kryshchenko added.

Later Censor.net reported that the police do not let pass the cars of the ‘Abtomaidan’ participators.

As it was reported the Head of Chief Department of the Administration of the President claimed at Facebook that the streets are blocked off due to the visit of President of Malta Marie-Louise Coleiro Preca.

‘It is all the fault of Malta President Marie-Louise Coleiro Preca. She will visit Ukraine tomorrow. The ceremonial events at the square in front of the Administration of the president are provided. It will be the same as during the visit of President of Turkey Recep Erdogan last week. We blocked off the streets near the Administration of the president before the visit’.

As we reported earlier former governor of Odesa region and leader of 'Rukh Novukh Syl' Mikheil Saakashvili and his allies plan to hold the protest on October 17. Saakashvili claimed in the interview that he is not ready to talk about the number of the people 'but he expects there will be a lot of them'.

Some political parties and non-governmental organizations claimed to take part in the protest. There are ‘Rukh Novukh Syl' of Mikheil Saakashvili, 'Svoboda' of Oleh Tyahnybok, 'Khvylia' of Viktor Chumak, 'Alternatyva' of Egor Firsov, 'Demokratychy Alians' of Vasyl Hatsko and Viktoria Ptashnyk, 'Samopomich' of Andry Sadovy, 'Natsionalny Korpus' of Andry Biletsky and '5.10' of Hennady Balashov.

There are three main demands: new rules of the elections to the Verkhovna Rada that will include the proportional system with the open list, abolishment of the immunities of MPs and Creation of the anti-corruption court. 

The SBU detained radicals who prepared the provocations during the protest on October 17. Later the Ministry of Internal Affairs reported that the detained are close to Saakashvili and one of them is deputy head of the security of David Sakvarelidze.
