The investigation on the case of Nazar Kholodnytsky, the Head of Ukraine's Specialized Anti-Corruption Prosecutor's Office (SAP) was started after the information that the SAP impeded the investigation of the case on Hennady Trukhanov, the Mayor of Odesa. Artem Sytnyk, the Head of the National Anti-Corruption Bureau, said it, as ZN.UA reports.
According to him, the investigators of the National Anti-Corruption Bureau received the information about some weird and unexplainable actions of Nazar Kholodnytsky and other prosecutors.
“His behavior had a negative influence on our investigations and the further judicial perspective of several cases. … The harder we conducted the investigation, the more red flags we received,” Sytnyk said.
He noted, that the National Anti-Corruption Bureau did not have any evidence against Kholodnytsky for a long time, but they managed to get a specific information on one of the cases, which proved the worst suspicion.
“Concerning the case on the embezzlement in Odesa Mayor’s Office. We received the information and realized that we shouldn’t neglect the situation,” Sytnyk said.
According to him, within the criminal proceeding against Kholodnytsky we gathered the evidence of the law violation. Besides, this information was taken from the wiretaps, which was set in Kholodnytsky’s office.
“The data was handed over to the General Prosecutor’s Office investigation team to determine the sufficiency of evidence for the notice of suspicion. First of all, this is about the leaking of the information about the intended search to the people, who were to be searched,” Sytnyk stated.
Secondly, Sytnyk reported on the existing evidence of the pressure on the number of civil servants to force them to make a specific decision.
“There are prosecutors, who want to work decent, but the individuals, who occupy administrative positions in the SAP, do not allow them to do so. The Prosecutor brings the suspicion cases “upstairs”, but instead of the consideration he gets a scolding and the case is being slowed down,” Sytnyk said.
We also should mention the pressure on the court.
The tapes prove the existing pressure on the court to force it to make an illegal decision. The court is being under pressure to make it refuse to consider the request of the National Anti-Corruption Bureau investigators on carrying out a search of Kholodnytsky’s friend.
Besides, Sytnyk reported on the evidence of a witness being instigated to commit perjury.
Sytnyk specified, that it was about the cases on the embezzlement committed by the Mayor’s Office civil servants, about the case on Ulana Suprun’s, acting Health Minister, claim that she was offered a bribe, about the case on Gold Mandarin company, which is connected with Logvynskyi, people’s deputy, about the investigation related to the e-declaration for civil servants and the investigation on the business interest of the owner of a big agricultural holding.
Earlier, the General Prosecutor’s Office and the National Anti-Corruption Bureau sent a complaint against Nazar Kholodnytsky, the Head of the Specialized Anti-Corruption Prosecutor’s Office, to the Disciplinary Commission.
Besides, Andriy Lysenko, the Spokesperson of the General Prosecutor’s Office, said that Nazar Kholodnytsky was invited to be questioned as a witness to the Department of Major Investigation in the Economic Sphere today at 10:00. However, he did not come.
Yuriy Lutsenko, Ukraine’s Prosecutor General, initiated Kholodnytsky’s resignation today, on March 30. Lutsenko appealed to the Qualifications and Disciplinary Commission of Public Prosecutors concerning Nazar Kholodnytsky, his Deputy and the Head of the Specialized Anti-Corruption Prosecutor’s Office.
