The fire on the ammunition depots in Kalynivka, Vinnytsia region, central Ukraine, started at about 9 p m. on September 26.
According to the State Emergency Service the scale of the fire was impossible to evaluate (as of 11:30 p.m., Sept. 26). All the services including their administrators were on high alert. Policemen from Vinnytsia, Zhytomyr and Kmelnitsk regions were alarmed as well.
No casualties were reported at 1 a.m., September 27, stated the Emergency Service and the General Staff of Ukraine’s Armed Forces.
As of 6 a.m., September 27, 28,5 thousand people are already evacuated from the area of incident on the arsenal. 20 thousand of them are evacuating themselves, 180 people from the Central regional hospital are also evacuated.
Victor Muzhnenko, the Head of the General Staff of Ukraine’s Armed Forces, and Volodymyr Groysman, the Prime-Minister of Ukraine, arrived at the scene.
The reasons of the fire are not yet set. The rescue teams are holding evacuation of the residents of Kalynivka. Local residents report of the power outages.
The roads to Kalynivka are closed, police is patrolling the streets to secure the property of the people leaving the city from the marauders.
The road Vinnytsia-Kyiv and Zhytomyr-Mohylev-Podolsky highways is closed.
The explosions are so large that they were seen from the Belavia airplane, which was flying above Vinnytsia going from Larnaka to Minsk. The Ministry of Infrastructure expects information from Ukrainian Air Force regarding restrictions on flights. The airspace within a radius of km from the fire zone has already been closed by the decision of Ukraerocenter. The ban is imposed on all flights within a radius of km and without any restrictions in height.
The movement on the Sosenka-Kalynivka railway line and the movement to Zhmerynka are also closed. Ukrainian railway also decides the question of sending fire trains to the scene, and there are trains are ready to evacuate the population.
At the same time Vinnytsia city council assures that the citizens of Vinnytsia are not in danger. They say, Vinnytsia is beyond the impact zone of the ammunition detonation in Kalynivka.
It is known that explosions and fire are at the 48th arsenal - the storage base for ammunition of Armed Forces in Vinnytsia region, a few kilometers from Kalynivka. According to the data available in open sources, 188,000 tons of ammunition is stored in the arsenal. The area of the arsenal is about 60 hectares. Among the ammunition stored in the arsenal there are rockets Smerch, Hurricane and Grad. According to journalist Yury Butusov, the storage standards in the arsenal are exceeded by several times.
In 2005, on the basis of the 48th arsenal, it was considered to create a regional Western center for the elimination of weapons, but local authorities actively opposed the establishment of such a center and it was never established. However, there were reports that obsolete ammunition from the Khmelnytsky and Lviv regions was being brought to the arsenal.
According to the preliminary information, an injured woman was hospitalized in the Central regional hospital. Media reported two injured women - a woman with hip fracture, brought to the command center in Stryzhanivka, and another woman with a head injury.
The State Emergency units put out the fire in four residential buildings, resulted from the shells hit the house.
The electric power lines Kalynivka - Ukrflora and Kalynivka - Lavrovka are cut. Gas supply to the villages of Dorozhne, Medvedivka, Lavrovka is switched off.
691 men and 149 items of equipment, including 195 officers of the personnel and 49 items of equipment of the State Emergency Service (including AN-32P jet), 270 officers and 60 items of the equipment from the National Police, 136 officers and 29 items of equipment from the National Guard, 30 officers and 5 items of equipment including 2 fire fighting tanks from the Defence Ministry, 3 fire fighting trains from the Ukrainian Railways are engaged in liquidation activities of the emergency situation on ammunition depots near Kalynivka.
