The accusations, voiced by the journalists’ investigation of the embezzlement in the defense sphere, are based on the non-existent phone talks as MP from Poroshenko's Bloc Ivan Vinnyk, the Chairman of Temporary Investigation Committee (TIC) on the embezzlement at the Armed Forces of Ukraine and Secretary of the National Security and Defense Committee stated.
He reported that on the request of the TIC, the Prosecutor General invited its members for the familiarization with the results of the examination of three mobile phones from which the information was downloaded and which was used at the journalists’ investigation.
“The general conclusions are such that the slides, which supposedly reflect the talks, which do not exist in fact, provided the resonance to the journalists’ investigation,” Vinnyk said.
He also reminded that there were about 100 pages of slides with talks at the journalists’ investigation, while the Prosecutor General’s Office has about 500 pages of all talks.
Ivan Vinnyk notes that the members of the commission focused on the most resonance issues and had the possibility to familiarize with all materials of the Prosecutor General’s office.
“The participation of Pavlo Bukin, the head of Ukroboronprom state concern (which supervises defense industry production facilities, - ed.) and his awareness of the activity of the bigwigs attracted the interest of the Ukrainian society. We investigated the talks of Bukin and Zhukov (former advisor of “Ukroboronprom” Director, the member of supervisory council of “Meridian” company till 2013, former assistant of Yuriy Tereshchenko, ex-Head of State Service of export control, Oleg Gladkovsky’s friend, - ed.) published by Bihus.Info program in detail and compared them with the real talks. They totally do not correspond with the talks published by Bihus,” Vinnyk emphasized.
He also noted that the phone talks between Zhukov and Bukin really took place but they suggested that Zhukov asked for the meeting with the Director-General of Ukroboronprom but he refused to meet. “The last record of Whatsapp application suggested that he (Zhukov) raised complaints (to Bukin) but he is ignored,” Ivan Vinnyk added.
There was no fragment with Ukroboronprom head in the form it was presented to people in the records, which originality was confirmed by examination. “The discussions between Bukin and Zhukov exist but their content does not correspond to the talks published by investigation,” Vinnyk concluded.
February 25, journalist investigations Bihus.Info, Nashi Hroshi program alleged that Igor Gladkovsky, the son of close Poroshenko ally Oleh Gladkovsky, deputy secretary of the National Security and Defense Council, organized a corruption scheme to smuggle spare military-equipment parts from Russia in 2015. State defense facilities purchased the smuggled spare parts from private companies linked to Hladkovsky and his friends at highly inflated prices. Ukroboronprom state concern, which supervises defense industry production facilities, knew the origin of the smuggled parts but agreed to purchase them.
Igor Gladkovsky, along with Vitaliy Zhukov and Andriy Rogoza were supplying smuggled Russian components and components from the Ukrainian military units through straw companies at prices 2-4 times higher than market ones.
On March 4, President Petro Poroshenko dismissed Oleh Gladkovsky, deputy secretary of the National Security and Defense Council from his post.
As it was reported earlier, the investigators of the National Anti-Corruption Bureau and Specialized Anti-Corruption Prosecutor’s Office detained the acting and former directors of the State Foreign Trade Enterprise SpetsTechnoExport on suspicion of embezzling $2,225 million, according to NABU.
Besides, the NABU has registered a new criminal proceeding after the third video on the embezzlement in the purchase in the defense sector was published by the journalists.
