Introduction of visa regime must become the next step after the dissolution of a friendship treaty with Russia. Pavlo Zhebrivsky, the former head of Donetsk regional administration said that during The Pulsethe political TV show on 112 Ukraine TV channel.

“We are talking about what Ukraine should do. The first step was non-extension of the treaty of friendship with the Russian Federation, no treaty will exist since April 1. Undoubtedly, the next step shall be the introduction of visa regime, I am sure. Step by step,” he said.

In September 2018, Ukraine's National Defence Council supported the President’s draft law on termination of Treaty of Friendship, Cooperation, and Partnership between Russia and Ukraine, which made the law come into its force on September. On September Ukraine’s Foreign Ministry sent a note to Russia on non-extension of friendship treaty.

On December 3, Ukrainian President Petro Poroshenko registered a draft law No. 0206 on termination of the friendship treaty between Ukraine and Russia.

The Verkhovna Rada ratified the Treaty of Friendship, Cooperation and Partnership with Russia in January 1998.
