The Ministry of Internal Affairs offers to limit the speed at the villages and cities from 60 to 50 kilometers per hour. Arsen Avakov, the Interior Minister of Ukraine claimed at the government's session broadcasted by 112 Ukraine.
'The simple comparison: at the speed of 60 kilometers per hour the stopping distance is 55 meters and the chance of the fatal outcome of the crash against the pedestrian is 82%. The stopping distance is 40 meters and the chance of the fatal outcome is 20% when the speed is 50 kilometers per hour', Avakov noted.
'The statistics show that the 50 km per hour speed should be at all cities and villages of Ukraine if we talk about the situation with the limit of the speed in the cities. But we offer to implement the European experience when the municipal authorities and local police can increase or decrease this number because it concerns the key roads where the speed can be 60 or 70 km per hour. The same is for the bedroom districts, schools or kindergartens where the speed should be about 30 km per hour', Volodymyr Omelian, the Minister of Infrastructure said.
Also, it is offered to increase the fines for the number of the administration offenses.
The implementation of the automatic photo- and video recording of the traffic violations and changes to the issuance of the driver license are provided by the new changes.
The Ministry of Internal Affairs submits the draft law on the strengthening of the responsibility for some traffic violations to implement these offers and also, it submits three draft regulation of the government on the changes of the traffic code, issuance of the driver license and functioning of the system of the recording of the administrative violations.
'The document package will be submitted to the Verkhovna Rada of Ukraine in the near future. I expect the support of the MPs and immediate adoption of the proper decisions', Avakov concluded.
It was also noted that eight people die each day in the car accidents in Ukraine.
