The inspection which was carried out by Ukraine jointly with Canada and Denmark in the territory of Rostov region of the Russian Federation revealed that Russia violated the 2011 Vienna Document on measures towards confidence-building and security. It was reported by the press service of the General Staff of the Armed Forces of Ukraine on Facebook.
"Multinational inspection team confirmed failure of the Russian Federation to comply with the provisions of the VD-2011 for providing information about military forces of all participating States of the OSCE. The 150th Mobile Brigade is being formed near the border with Ukraine, it totals over 10 000 troops. This information was provided to the inspection team by the representatives of the Russian Ministry of Defense. Date of the beginning of the formation of the division is considered to be January 10, 2017," the statement said.
At the same time, it is noted that this contradicts the information provided by Russia to the participating States of the Organization for Security and Cooperation in Europe in November 2016.
"Russia reported that it had no plans in 2017 to increase the number of personnel of the regular forces and combat units ... In addition, Russian Federation violated the paragraph ... which states that if such information cannot be provided in the annual exchange of military information, it shall be provided by the official network of the OSCE 42 days prior to such increase in the number of personnel or the beginning of such an increase," the report says.
At the same time, it was added that the results of the inspection will be provided to OSCE participating States in the form of report within 14 days after completion of the control event.
As it was reported earlier, Russia gave its permission for the inspection of the military units of the Russian army located on the territory of Rostov region. The area covers around 16 thousand square kilometers.
