The head of International Monetary Fund (IMF) mission in Ukraine Ron van Roden drew the attention of Prime Minister Oleksiy Honcharuk to the fact that some new members of the tender committee for the choosing candidates for the positions of independent members of the supervisory board of a state bank do not meet all the necessary criteria agreed upon with international partners and specified in the resolution of the Cabinet of Ministers. The letter by Ron van Roden was published on Facebook page by the MP of Servant of the People Oleksandr Dubinsky, who is also a member of this commission on the quota of the Verkhovna Rada.
“The IMF is not just brazenly interfering in the affairs of our state, forbidding it to investigate the crimes of the leaders of the National Bank and the Deposit Guarantee Fund for the people of Ukraine. In retaliation for creation of an investigative commission of the parliament to investigate systematic destruction of Ukrainian banks and looting of their assets under the guise of the IMF – the head of the European Department of the Fund van Roden demands from the Cabinet of Ministers and the President’s Office not to allow me to select independent directors of state banks and members of the National Bank of Ukraine council,” Dubinsky wrote.
The letter of van Roden states that representatives of the president and parliament in the committee do not have the appropriate professional experience, as required by paragraph 1 one of the Cabinet’s resolution.
“Therefore, we ask for your help in ensuring that all members of the Tender Committee fully comply with all the criteria that are stipulated by resolution No.2019/8 before the committee resumes its meetings,” the letter says.
According to paragraph 1 of the government resolution No.2019/8, a member of the tender committee for selecting candidates for the positions of independent members of the supervisory board of a state bank must have a complete higher education, impeccable business reputation, high professional and moral qualities.
Among the requirements is also experience in leadership positions for at least five years; at least three years of work experience in the financial sector; full civil legal capacity; the absence of an outstanding criminal record and absence of administrative penalties for an offense related to corruption.
Earlier, the Cabinet of Ministers by decree No.887 of September 25 renewed the composition of the tender committee for the selection of independent members of the supervisory boards of state banks. Former employee of the 1+1 channel of the oligarch Ihor Kolomoisky, Oleksandr Dubinsky, joined the committee as a representative from the Verkhovna Rada.
