Ukrainian law enforcers apprehended Denys Kulykovsky, the war criminal, former chairman of a criminal gang. He and his associates were involved in tortures of illegally captured Ukrainian citizens in Izolyatsia, the prison located in Donetsk. Other members of the gang were identified, too.
Bloomberg claims that Russian military has been moving tanks closer to the Ukrainian border.
The redeployment of military units, boats, and support vessels of the Naval Forces of the Armed Forces will take place in Ukraine. The Cabinet made such a decision on November 10.

From November 8, officials and teachers unvaccinated from Covid-19 are being suspended in Ukraine. Besides, unvaccinated Ukrainians who recovered from Covid-19 can receive a digital certificate from now on. Moreover, Health Ministry approved a certificate form for contraindications to vaccination from Covid-19.
It was also noted that if the Covid-19 situation does not improve, over 500,000 deaths are expected in Europe by February.
Russian troops at Ukrainian border
This week, Swedish Ambassador to Ukraine promised that the EU will consider data about the concentration of Russian troops near the Ukrainian border.
At the same time, Bloomberg reported that Russia is moving tanks to the Ukrainian border. President Volodymyr Zelensky reacted to the information about the concentration of Russian troops on the Ukrainian border.
Ukrainian Foreign Minister expressed concerns that Russia may seek to move deeper into Ukrainian territory. Besides, the USA has warned its European partners about a possible Russian military operation against Ukraine. Pentagon continues to monitor Russia's military activity on the border with Ukraine.
Meanwhile, Russia denies rumors of the invasion of Ukraine.
On November 10, Ukraine and US signed a new Strategic Partnership Charter. Particularly, the US promises to help Ukraine raise NATO partner status; the USA assures it will maintain sanctions against Russia. Later, the Ukrainian Foreign Minister explained the significance of the new Ukraine-US Strategic Partnership Charter for Russia.
One of the most discussed topics this week is the complicated situation near the Polish border. As is known, on November 8, the Belarusian government pushed hundreds of illegal migrants from various countries to the border with Poland.
On November 8, Belarusian journalists have published a video of a large crowd of migrants heading to the Polish border. According to preliminary estimates, several hundred refugees were heading for the border.
The Ministry of Defense of Poland increased the level of combat readiness of troops. At the same time, migrants claim that their ultimate goal is not Poland, but Germany. Later, Polish Premier Mateusz Morawiecki blamed Belarus for waging war of a new kind; he said that in this war, illegal migrants became a sort of “ammunition”.
Migrants have set up a camp near the Polish border. According to the Polish authorities, there are 3-4,000 illegal migrants in the immediate vicinity of the border.
Head of the European Commission Ursula von der Leyen called on the EU countries to approve an extended sanctions regime against Belarus due to the situation with migrants on the Polish border.
Germany attempted to involve Ukraine in solving the conflict, but Kyiv refused to take any action in this crisis. Instead, the Ukrainian military tightened border defenses. Poland even considers full closure of the border with Belarus. Secretary of the National Security and Defense Council of Ukraine claimed that Ukraine’s border guards are not going to open fire if the illegal migrants break through the border.
Belarus has refused to supply electricity to Ukraine based on the previously signed framework contracts. A day later Belarus continued to supply electricity to Ukraine under a contract signed in November. Ukraine requested 100 Mwatts of emergency energy assistance from Slovakia. Kyiv asked occupied Luhansk for coal and electricity.
The National Security and Defense Council of Ukraine has considered new sanctions and matters of the energy policy on November 10. Later the Council stated it does not rule out that Russia may resort to energy terrorism. However, Ukraine is ready for such a scenario. The Ministry of Energy assesses relations between Ukraine and Russia in the energy sector as a state of war.
Gazprom resumes contract volumes of gas supplies through Ukraine. Gas reserves in Ukrainian underground storage facilities now one third less than last year. Gas prices in Europe make 990 USD per thousand cubic meters. Lukashenko threatens to block Yamal-Europe natural gas pipeline in case of closing borders with Belarus.
Polish President Andrzej Duda and his Ukrainian counterpart Volodymyr Zelensky discussed, among other topics, the Nord Stream 2 project and cooperation in energy sector.
Member of the Bundestag Left party Klaus Ernst stated that Ukraine should not participate in the Nord Stream 2 certification. GTS Operator of Ukraine, on the other hand, announced that the decision on it’s participation in the certification process of the Nord Stream 2 gas pipeline will be made within this week. Kyiv and Washington took different stances when discussing the negative consequences of deployment of Nord Stream 2 as well.
This week, Ukraine was removed from the "green" list for travel to the EU.
