The heating season in Ukraine officially starts on October 15, but the local authorities can decide on the beginning of heating supply to the houses taking into account the actual weather condition, as Volodymyr Groysman, the Prime Minister of Ukraine, stated, 112 Ukraine broadcasted the session.
“Today, we are deciding on the beginning of the heating season on October 15. But every local government can define independently when to begin the heating season considering the weather conditions,” Groysman stated.
The Prime Minister has also assured that hot water will be supplied in Kyiv soon.
“Kyiv Mayor asked me to help in this matter. The Government has done everything it could to solve the issue and in the nearest future, maybe, in the coming week, Kyiv will get all the housing and communal services including hot water and heating,” Groysman added.
Earlier, in 2017 the capital’s authority decided to terminate cooperation with Kyivenergo, which was transferred to a new enterprise Kievteploenergo. In April, the representatives of Kyivenergo stated that all the staff will switch over to Kievteploenergo.
It was expected that the municipal enterprise will receivables and payables of the company. However, on July 19 Kyiv Commercial Court refused to change Kyivenergo to Kievteploenergo as a respondent concerning Kyivenergo’s debts.
In its turn, Naftogaz stopped gas supply in Kyiv due to Kyivenergo’s debts, which make almost $178,5 million. Due to these debts Naftogaz refuses to sign the contract with Kievteploenergo on gas supply with the result that hot water supply in Kyiv was switched off.
