"I want to say, that as prime minister and government, we do not possess enough authority. So, temporarily, possibly, consider this. I will amend the law on the Cabinet of Ministers of Ukraine on the strengthening of the authority of the Prime Minister of Ukraine. If you support this, then during three months, I responsively declare, I will bring a real order to Ukraine," Groysman said.
According to the information of portal "Word and Case", Groysman fulfilled 49% of his promises.
The authority of the prime minister is regulated by article 42 of the law on the Cabinet of Ministers of Ukraine. According to it, the head of the government holds the work of the Cabinet of Ministers; particularly, he coordinates the activity of the members of the government, other central bodies of the executive authority, local state administrations. He files petitions on the appointment on the members of the Cabinet of Ministers of Ukraine (except the Foreign Minister and Defense Minister), head of the Anti-monopoly Committee of Ukraine, TV Committee, Chairman of State Property Fund of Ukraine to the parliament.
The prime minister offers the candidates for the posts of the chairmen of city state administrations to the parliament and on the filing of the petitions to the president on the appointment or dismissal of the heads of the of the city state administrations. He can offer to create, organize, re-organize or liquidate the ministry or any other central body of executive authority.
The head of the government forms the agenda for the Cabinet of Ministers, calls such sessions and chair them; he signs acts for the Cabinet of Ministers and General Agreement, in some cases he binds the acts with the sign of the president.
The prime minister represents the government in the relations with other bodies, enterprises, establishments in Ukraine and abroad, signs the international agreements.
The head of the Cabinet of Ministers submits the offers on the approval of the chairmen of the joint inter-governmental commissions on cooperation created in accordance with the international agreements for the consideration of the government. He can order to open a disciplinary proceeding against the ministers and their deputies, heads of other central bodies of executive authority and their deputies; he applies the disciplinary sanctions against these persons.
The Prime Minister of Ukraine can execute other authorities provided by the legislation, particularly, the Constitution of Ukraine.
Recently, Groysman reported that Ukraine and Israel could sign the free trade zone agreement in the end of November.
