Foreigners banned from entry to Ukraine without an insurance policy

The government amended the rules of entry for foreigners to Ukraine during the lockdown. Regulation #888 dated September 28, 2020, published on the website of the Cabinet of Ministers.

Thus, during the quarantine, the crossing of the state border is banned for foreigners or stateless persons without insurance policy (the insurance company should be registered in Ukraine or should have the representative’s office in Ukraine), which might cover expenses for treatment of Covid-19 and observation.

The categories of people who do not fall within the restrictions:

  • foreigners, stateless people who permanently leave in the territory of Ukraine;
  • persons recognized as refugees;
  • people who need additional protection;
  • employees of the diplomatic representation and consular institution of foreign countries, representative’s offices of official international organizations accredited in Ukraine and members of their families;
  • military of the armed forces of the NATO states-members and states-members of the NATO program Partnership for Peace, which participate in the events on the preparation of the detachments of the Armed Forces of Ukraine.

Moreover, the foreigners and stateless persons banned from crossing checkpoints to occupied territories of Donetsk and Luhansk regions, the Autonomous Republic of Crimea and Sevastopol without insurance policy.

Besides, it was determined that the self-isolation is necessary for people who cross the state border and come from the countries or who are the citizens of the countries with the wide spread of the Covid-19.

This norm does not include the next categories of people:

  • people younger than 12 years;
  • people coming to Ukraine for education at the institutions of higher education;
  • people who are citizens of the states with wide spread of the Covid-19 but who did not visit such countries during the past 14 days or go through Ukraine by transit and have documents confirming leaving of the countries in 48 hours;
  • employees of the diplomatic representation and consular institution of foreign countries, representative’s offices of official international organizations accredited in Ukraine and members of their families;
  • drivers and crew members of freight vehicles, regular buses, members of air and sea and river vessels, members of train and locomotive crews;
  • trainers of the armed forces of the NATO states-members and states-members of the NATO program Partnership for Peace, which participate in the events on the preparation of the detachments of the Armed Forces of Ukraine;
  • cultural figures on the invitation of the culture institution with one person for accompanying;
  • persons who transport hematopoietic stem cells for transplantation;
  • persons who have a negative result of the PCR test for Covid-19 that was made not earlier than 48 hours before the crossing of the border.

As we reported, the norm in the regulation of the Cabinet of Ministers #641 about the ban for entrance for foreigners to the territory of Ukraine until 12:00 a.m., September 28 stopped its actions. The foreign citizens are allowed to visit Ukraine from Monday.
