Germany and France became the initiators of the lifting of the restrictions from Russia at the Parliamentary Assembly of the Council of Europe (PACE) as European Truth reported.
The German and French diplomats gathered the voices to support the decision of the Committee of Ministers of the Council of Europe on the new sanctions’ procedure against states-violators.
It is noted that the initiators of the changes did not hide their goal: the new procedure should be maximally complicated to prevent its use against Russia.
The new decision includes the point that a new sanctions’ mechanism will complement the existing mechanism but will not replace it. According to the author of the article, this decision is important for Ukraine.
“The automatic elimination of the old sanctions cannot take place if only the assembly will decide on the amputation of its own authorities, it seemed to be almost unreal,” the message said.
At the moment, the sanctions’ pressure is not lifted because the PACE resolution is approved only by a committee. It is an important preparatory step but the final decision should be adopted by the assembly. The PACE draft resolution approved by the committee is already published.
The issue is about the capitulation of the PACE before Russia, “on its self-destruction”.
“In agreement with the Russian Federation, the PACE leadership approved the schedule of work, which was never seen before. The decision of the assembly on the lifting on the sanctions should be made on Monday as soon as the lawmakers arrive in Strasbourg, without leaving them a possibility to discuss these changes in the party groups. It means that the Ukrainian delegation will not have time to lobby its position in Strasbourg, usually, this lobbying was effective. Having the “green light” that the threat of the sanctions is lifter, Russia, on this scenario, passes the list of its lawmakers and they will start work in PACE on Wednesday,” the message said.
18 lawmakers voted for the return of Russia to the assembly; six, including Ukrainians, British and Baltic States representatives, opposed this decision.
PACE was critically opposed against Russia without the influence of the numerous Russian delegation to PACE and it irritated Kremlin. For Ukraine, the return of the delegation is dangerous because it will be the first precedent of the mitigation of the sanctions against Russia.
The voting for the resolution at the session hall of the PACE will take place on June 24.
On October 9, 2018, the members of the PACE voted for keeping the current limitations against the Russian delegation in the Assembly.
Committee on Rules of Procedure of the Parliamentary Assembly of the Council of Europe has supported the amendments of Ukraine to the draft resolution on the rules on the sanctions against the PACE delegations, which make the return of Russia impossible.
