Fight against raiding: Ukraine plans to create system notifying about change in ownership

It is planned to create the system due to which Ukrainian citizens will be able to get notifications about attempts to appropriate their property. It aims at fighting against raiding. Adviser of the acting Head of the Security Service of Ukraine (SBU) Dmytro Dubilet wrote it on his Facebook page.

According to his data, such a system exists in Ukraine but it is a paid service and is related only to real estate. Dubilet is sure that in case of creation of the new system it will be free and cover all the estates.

Besides, he is planning to add to the system the notifying function about a possible change in ownership even for those citizens who are not subscribed for it.

“The task is not trivial. It is a surprise, but our country could never create a good register with citizens’ contact information (actually, there is no good registry of citizens as well). They may appear once, but now we have to think creatively. One of the ideas, which we are working on, is to integrate with the credit reference bureau, which has got contact information of the majority of the citizens,” Dmytro Dubilet said.

This system would notify not only about concluded agreements but also about those, which are prepared for the conclusion.

“We want to give citizens the possibility to delay a deal. For example, to simplify the process of compliance application to the anti-raiding committee under the Ministry of Justice,” Dubilet wrote.

He emphasized that he had told only about one way of anti-raiding fight.
