Yevhen Marchuk was born on January 28, 1941, in Dolynivka, Odesa region (currently Kyrovohrad region). After the declaration of independence of Ukraine, he headed the Security Service of Ukraine. He was elected as the MP twice. In 1995, Marchuk was appointed as the prime minister.
In 1999, he received the position of National Security and Defense Secretary. In 2003-2004, he headed the Defense Ministry of Ukraine.
In 2015-2019, he was one of the members of the Ukrainian delegation on the Trilateral Contact Group in Donbas; he headed the delegation from November 22, 2018, until May 19, 2019.
