EU supports launch of land market in Ukraine

The opening of the land market should become the first step for more extensive land reform

The European Union supported the launch of the land market in Ukraine. The EU noted that the reform should base on the supremacy of law and principles of sustainability, transparency, and justice as the European Union in Ukraine reported.

The EU believes that it is necessary to consider the rights of small farmers during the opening of the land market.

“Respecting Ukraine’s independent legislative process and sovereign decision-making, we stand ready to offer experience and support, together with other international partners. It is essential to put in place safeguards to this market opening, in order to avoid the excessive concentration of land in the hands of a few operators, to allow a fair treatment of small landowners willing to sell their land plots, and to guarantee the rights of active small farmers willing to purchase agricultural land,” the message said.

According to the EU, small farmers should be in the center of the state support system.

“The EU will closely assess conditions under which the agricultural land market is going to operate and how safeguards are monitored during the land reform implementation. Small farmers should stand at the center of this reform, including the ones that are not yet registered as a legal entity - physical persons who farm agricultural land,” the message said.

Besides, the opening of the land market should become the first step for more extensive land reform. This reform should cover other elements of land governance.

On November 13, the Verkhovna Rada of Ukraine intends to look into eleven draft bills on the opening of the land sale market. According to the plenary day plan, this would be among the central topics for consideration.

Earlier the Committee on Agrarian and Land Policy recommended the parliament to support the bill #2178-10 on the opening of the market of agrarian land developed by this committee.

Besides, Ukraine’s President Volodymyr Zelensky promised that only Ukrainians will obtain the right to purchase the land after the abolishment of the moratorium for the agricultural land sale. The foreigners will be enabled to buy the land only if Ukrainian people allow them during the referendum.
