“None of the MPs of the European Parliament will receive a mandate to observe and comment on this electoral process on the behalf of the EP,” McAllister and McAvan said.

As the representatives of the EP explained, if any of MPs decide to observe the elections, it will be their own choice. The European Parliament is not responsible for that.

The EU informed, that Russian agencies offered some of the international observers to cover travel and accommodations costs. The EU believes, that this contradicts with the main ethical principles of an electoral observer.
