The Committee of Permanent Representatives of EU countries confirmed the compromise text agreed with the European Parliament regarding the revision of the regulation mechanism of suspension of visa-free regime on December 7, the EU Delegation in Ukraine reports.
The main aim of the revised regulation is to strengthen the mechanism for the suspension of the visa-free regime. According to the document, it will be easier for the countries to inform about the circumstances that may lead to the suspension of visa-free regime and more simple process of running the mechanism of suspension. The Commission at the same time will send an annual report to the European Parliament and European Council, as to whether third countries meet the conditions of visa liberalization.
After the request of a member country, a majority of States or on the basis of its own report, the European Commission will have a month to decide on the suspension of the visa-free regime in the first 9 months. The decision will enter into force automatically.
As long as the visa-free regime will be suspended, the EC and other interested countries will have to resolve the situation, which led to the suspension of the visa-free regime.
If the circumstances in which the suspension mechanism has been applied remain relevant, the EC (not later than two months before the expiration of a period of 9 months) should direct a legislative act, according to which visa-free regime for all citizens of the country outside the EU has to be temporarily suspended for the period up to 18 months.
Also, the monitoring mechanism is introduced. His goal is to ensure that citizens of countries outside the EU will have the right to visa-free travel to the European Union after the dialogue on visa liberalization, and further meet the criteria that served as the basis for granting a visa-free status.
Further, since the Committee of Permanent Representatives confirmed the agreement on behalf of the EU Council, the norm will be sent to the European Parliament to vote in the first reading. After that, the document will be provided to the approval of the EU Council.
Recall, the official website of the European Parliament hosted a forecast according to which the consideration of the suspension mechanism for visa-free regime will be held on January 18, 2017.
