As previously noted by Deputy Minister of Economy Svitlana Panaiotidi, this pilot project will be implemented by late 2021.
"The tobacco operator will be set up to combat tax evasion, smuggling and counterfeiting," she said.
In addition, the Ministry notes that the resolution of the Cabinet of Ministers will lay the foundation for the implementation of the public-private partnership project.
The main goal is to attract investment, as well as to introduce a system for tracking the movement of tobacco products from the manufacturer to the retailer (Track & trace).
According to economic expert Kyrylo Sazonov, the introduction of the National Operator of Excisable Goods on the market will bring more than 535 million USD to the budget.
Additional funds will come by removing from the shadows part of the retail excise tax, VAT (Value Added Tax) and the destruction of the market for illegal trade in cigarettes.
"The opponents of this approach are only those forces, retailers and wholesalers of cigarettes who are interested in minimizing their tax liabilities and tax evasion. From this, the state loses billions annually," the expert said.
As it was reported earlier, the Cabinet of Ministers of Ukraine has published draft updated action programme.
