'Pavlo Vugelman, the Deputy Mayor of Odesa detained at Boryspil Airport. He came from Israel. The border guards detained Vugelman as Trukhanov to transfer him to the workers of the NABU for the official serving with charge papers', she noted.

The NABU detectives under the guidance of the prosecutors of the Specialized Anti-Corruption Prosecutor's Office served charges on Trukhanov due to the suspect of the embezzlement through the malpractice. Moreover, three people were detained on the same criminal proceeding.
The NABU began the investigation in November 2016 on the purchase of the former plant 'Krayan' at an overvalued price by the city council. According to the bureau, the building was sold for $149, 080 in the beginning of 2016 and the Mayor office of Odesa purchased it in September 2016 for $ 6.9 million.
It was planned to transfer to the plant all structural departments of the Mayor office that are scattered over Odesa.
Trukhanov was questioned as the witness in this case by NABU in October 2017. In January 2018, MP of the Odesa City Council and his accomplice were served charges on the attempt of the bribe in the sum $500, 000 to the worker of the NABU to lift the arrest of the assets.
